Yep, that's the one.
Weird, this was the first episode I thought it was, but watched it and it didn't happen. I might have skipped over it by accident.

I remember at the end of one episode clover threw her shoe at a car. I remember another another episode where Alex lost her boot in a mob. Also have you seen a show where a girl is kidnapped and lost/missing one of her shoes?

I remember both those episodes. The one with Clover is the one where she shrinks and ends up having to wear doll clothes at the end of the episode. The one with Alex is actually the very first episode.
As for kidnapping loss, I may have to think about it for a bit...

Haha, just found that pic. I asked him which episodes to watch, don't really have time to watch the series.
In the meantime:
The Muppet Show - In this early episode, Rita Moreno loses her shoe while dancing violently with a human sized muppet. 3:56
Totally Spies - Episode 69, "Creepy Crawly Much". Clover's boots get stuck to the ground, Sam uses a grappling hook to get them out of the sticky situation, but Clover loses her boots, exposing her pink stocking feet. 5 mins in
I also want to mention some comics that I remember shoe loss occurring. Unfortunately I don't have any screenshots, but if I find them later I'll try to post them (or if anyone else has them feel free to do so).
Spider-Man - Other than the one already posted (where Spidey accidentally deboots spiderwoman with his web slinging), there were other shoe loss scenes. In fact, I remember one comic book cover featured a villain holding a woman off the ground with one high heeled shoe fallen off. I think this happens a few times. Back in the 90s, Marvel used to host a series of web comics on AOL. I remember reading one where a pretty reporter in black stockings loses her shoes when being lifted by a villain.
X-Factor - I remember one early issue of X-Factor, which is part of the Fall of the Mutants storyline, in which another female reporter, and friend of Beast, is climbing some scaffolding trying to escape from a monster, and her shoes fall off.
Here's one that I have screenshots of:
X-Men: Die by the Sword - In issue two, Psylocke and Sage lose their shoes while fighting off a cyborg. Both are wearing stockings.
Mandrake has attached these images (downsized versions):

Yeah, that's the one. I wish I could find the aol web comics. I'm sure someone saved them. It was one of my favorite shoe loss scenes in comics as a kid.

I didn't really watch any of the episodes fully I just skipped the parts where it's seemed she might lose a shoe.
